Welcome to the Bunnings workshop community. It's sensational to have you join us, and thanks for sharing your question about your outdoor table.
In regards to your steel legs, I suggest using Josco 100mm Strip-It Wheel. Once the rust has been stripped, I suggest examining the legs for rigidity and the welded joints for integrity. If the welded parts are compromised, I suggest bringing it to a panel beater and asking them to re-weld any spots that are loose or falling apart. Once the legs are restored you can then paint it. I propose using the White Knight Rust Guard system. It is a step-by-step product that will properly paint your table legs. The same steps can be applied to the metal band around your table.
