Looks like a solar pool heater.

Looks like a "Sunbather" model swimming pool solar heater.

Looks like a pool hot water system.

I have seen this type of tubing used before for the purpose of heating a pool. Ususally attached to a small cycling pump at the pool end. Run during the day to heat or at night to cool.
