Hi all, I’m keen to spruce up our deck but unsure whether the existing surface has been pained or stained. Any ideas? I’ve attached photos of deck/verandah and the stairs

Honestly, it could be either a stain or paint; I am not too sure, but I am leaning towards a stain because of how thin the coating is. Paint tends to have a noticeable thickness, and looking at the worn spots and nail holes, there doesn't seem to be much thickness to the coating.
What were you hoping to do to rejuvenate your deck?
Considering how weathered the deck is, the best thing you could do is sand it back to bare timber, which will restore the surface and provide a clean slate that you can apply your choice of coating to.

Thank you! I was hoping to avoid having to sand but that seems unavoidable. I think we will opt for a stain

Unfortunately, due to the weathered nature of the boards and the uncertainty about the coating, I'd agree that I think sanding is going to be unavoidable.
I think a fresh start with a new stain will make your deck look brilliant. It's a bit of work, but it will definitely pay off in the long run.
