I vote for under the shelf as this has worked for me in the past. Always have a center support to prevent bowing.
A supporting long piece, drilled both into the legs and shelf to prevent swayng and shearing.
Just in case you want to see what it looks like underneath.
The island size is based on the benchtop size which is 1876 x 900 x 40 this includes overhangs.

I thought about getting a modern exhaust fan picture but I wanted to make sure you knew where I placed it in the plan.
The wastefor the shower is an in tile waste cover so it is virtualy invisible.

I knocked doiwn the walls of the drawing so that you can have a better view of the lay outof the cabinets.
The shelves are made up of the off cuts of the bench top.
