How to fill gaps between outdoor tiles?

I want to fill the space between the outdoor steps created by the concrete settlement. Attached the images for reference.

Welcome to the Bunnings Workshop community @ramdev1985. It's terrific to have you join us, and many thanks for your question about filling joints in tiles.

I'd recommend you remove as much of the loose grouting as possible. A grout saw, or an oscillating tool with a diamond bit will be useful. Once you have removed the compromised grout, I'd recommend replacing it with Sikaflex 11FC. This is a highly flexible sealant used in expansion joints. Due to its flexibility, it will help prevent further cracking associated with cement-based grout.
