hi all, we have purchased some over the patio rails planter boxes, full sun and can get alitlle windy at times, we want to screen out the neighbours, any advise on what to put in the planters would be appreciated.

If you can let our helpful members know what size planters you've purchased, they'll be better placed to offer suitable plant suggestions. Also, how high do they need to grow to screen out the neighbours?
It sounds like you might be best to grow a climber like Star jasmine. You can grow it in the planters and train it into a screen with a wire trellis. They grow quickly and make excellent screening plants.
