The hose fitting is jammed/rusted on and won't unscrew. I've tried WD40 and pliers but it won't budge. Is this something a handyperson could fix or time to call a plumber and get a new tap? Thanks for tips!

I believe replacing a garden tap would be in the realm of what a handyperson could do. You might like to check with your local council or building authority to find out.
You'll need a pipe wrench or some locking pliers to get the fitting off. If it doesn't budge, you can replace the whole tap.
