If it's the product I think you're talking about (linked product is an example), it only comes with eyelets and no hooks/brackets. But these can be purchased separately if required.

It's great to see that the knowledgeable @Marty_greenshed has already answered your question. I thought I'd just add that this product is designed with eyelets to allow you to use a cord or thin rope to bind around your handrail. I've included an image below to illustrate. If you intend to use a different fixing method, we can advise further.
