The old, old question - undoing a tap to replace the washer. I can't budge the body - is there a penetrant spray available? Any other ideas, other than a blowtorch?

There are plenty of penetrative lubricants that you could try, and I'd recommend that you let them do their work for a few hours before attempting to undo the tap body again.
