How do you fix a leaking laundry tap connected to washing machine? Leak is coming from under the handle not the connection at the wall.

The photo like Jason meantioned will help ID the tap type.
But it sounds like a leaking O ring on the spindle of the tape. The tape will have to be opened and the black O ring replaced usually a simple job but can be mission impossible if your not comfortable doing such a thing and a plumber is you best bet or local handy man.
While you have the plumber out make a list of all your leaking taps and have them fix all of them and get better value for money ie one call out fee.

Thanks for sharing your question about your leaking washing machine tap. It's great that you've received excellent advice from @Jewelleryrescue. It's very likely that it is the spindle O rings that have deteriorated allowing water to pass through the spindle axle and hitting the bottom of your tap handle.
If you have the tools and are quite handy, I suggest having a look at this guide - How to replace a tap washer. You'll notice in step number 5 that the body O rings are replaced with new ones. Please remember to put the O rings on first then lubricate them. Failure to put the plumber's grease will result in the rubber getting torn off.
However, if you are not able to change the O rings, I suggest engaging the services of a registered plumber.
