I've notice after living in my newly constructed house after a year + that most windows have gaps between the frame and custom wood window frame. Should I seal these? Would this stop any draft coming in?

It would be a relatively simple job to fill them with silicone. There might not be any draft able to enter through the gaps, but it certainly wouldn't hurt; every little bit helps.
