How hard would it be to build the this? Or would it be easier and cheaper to purchase one as I think you can buy them for around $60. 

or should to make a standard 4x4 frame?

objective, to slot onto a window sill so it sits between window and flush with desk height to extend desk by 16 or so cm.

Realistically, the cost of the materials would be more than the purchase price. However, if a custom-sized unit would suit your needs better and you have a reasonable amount of D.I.Y. skills, you might consider creating it yourself.
