how do I fix a leak on this arm in the cistern?

Welcome to the Bunnings Workshop community. It's sensational to have you join us and thanks for sharing your question about your Caroma inlet valve.
Since you've tracked down the source of the leak in your cistern, I've placed an image below to give you an idea of how to take it apart and replace the broken seal.
Once you have the head removed, you can now replace the inlet valve head seal washer with a FIX-A-LOO Inlet Valve Headseal Washer. Just to be on the safe side, I recommend bringing the old Headseal with you to compare height and width with the new set.
Re-assemble the inlet valve and test to make sure everything works correctly.
