Is council approval required for a patio kit?

We are looking at installing the Insulpan 3.6x1.2m insulated patio kit in place of this roll out awning at our rental property in Springfield Lakes (Ipswich City Council) and were wondering if council approval is required for this? Any information you can provide will be much appreciated.

I've received a response from the Ipswich council and will be forwarding the email to you. It appears that you'll be needing a building permit. All the details are contained in the email.
