I have Buffalo lawn and have had a number of shoots that I’m not sure if they’re weeds and should be removed or if they are new Buffalo growth.

The long and wide and very thin-bladed grass tufts are considered weeds and should be removed. They are not your Buffalo lawn. You can either pull them out by hand with a weeding fork or paint a herbicide on them with the Zero weeding wand. The Fiskars 4 Prongs Xact Weed Puller is a handy tool if you have a larger area to do and certainly saves the back by not having to bend over.
