I'm fitting an external key safe. Should I drill the wall plugs into the mortar joints or into the red hollow brick?
Definitely in to the brick and as many as possible @Bondy2 as this will provide the most secure fixture to the wall over mortar.

Wall plugs work by expanding. If they are used in the mortar joints, the mortar will crack and fall out.
