How to cut hole in benchtop for sink and drainer?

Installation for a sink with a drainer, when you cut the hole in the benchtop, do you cut it for the entire unit which is the sink and the drainer? or can you just cut the hole for the sink bowl and the flat drainer can just be stuck to the top of benchtop with silicon? Can you do the latter if you are running out of space or you must cut the hole to for both sink bowl and drainer entire unit?

If you purchased the original sink in its packaging, the packaging sometime is the template for the cut out. Other times it comes in piece of folded paper. Unless the sink cutting guide says otherwise, it is necessary to cut the sink and drain on the benchtop.
