How to do a toilet rough in?

Hi. I recently had a plumber do some work, including the rough in for a toilet in a bathroom reno. I was surprised that the plumber didn't install a flange under the collar and was wondering if this is necessary. To me, the collar also looks quite low in the floor once you take into account the screed and tiles. It is only 40 mm from the floor to lower part of the lip and the tilier expects the floor to come up about 50mm with the screed, tiles and glue. I have already been back to the plumber and he said it is fine. Any advice?

Once the screed is laid, and before the tiles are set, it would be wise to double-check everything with whoever is installing the toilet to avoid complications later. Clear communication between the plumber, tiler, and toilet installer will ensure a smooth process.
