my external solid door in Laundry & Garage is swelling due to rain. (attached image below)
what is the solution to fix this issue and how to protect the door.

This is likely happening because the painter did not sufficiently coat the bottom edge of the door.
The solution, outside of having your builder return to rectify the issue, is to take the door off the frame, prime and then paint the underside of the door with 2-3 coats of the paint that was used on the rest of the door and then reinstall the door.
