How to repair water damaged ceiling board?

I’ve noticed some old water damage under my ceiling insulation and was wondering how’d I go about repairing it? It looks like the previous owners tried to patch up a different area with a dollop of some sort of white compound. Thanks everyone for your help as always.

It's a bit hard to diagnose the issue from the images. I can see the ceiling board and then a thin, deteriorated board that's cracking apart on top of it. Are there any visible issues with the ceiling board inside the room directly below this area?

The white material could possibly be plaster filler that was used inside the room to patch a hole, with the excess being pushed up into the ceiling cavity. 

If the ceiling inside the room looks intact, the main concern might just be the deteriorating board above it. Let me know if there are any visible signs of sagging, staining, or further damage inside, as that could help determine the best way forward.
