Edwardian home with exterior window mantles from bluestone. Cleaning up splattered paint but mantle still seems dull. Using hard bristle on drill. Any tips for better result.

I'd suggest using a stone cleaner such as this Glitz Stone and Benchtop Cleaner with a light non-abrasive pad such as these Scotch-Brite 155 x 100mm Non-Scratch Scourer Pads.
You could also try using a poultice by mixing baking soda and water into a thick paste, spreading it over the area, and letting it sit for a few hours before scrubbing off.
