How to re-grout porcelain pavers?

I have had 100 sq mt of porcelain paving installed.  They used polymeric sand between the joints. It washed out straight away just with rain, sprinklers etc. They left extra bags so we installed some on a section with the same result. Even a squirt of the hose on paving removes it. I now notice a couple of pavers have moved and weeds are starting to grow. What can I do? Should I try to grout even though there is next to no gap between pavers. I have spent hours trying to research a cure. The pavers are laid on a thick bed of cracker dust.

If the polymeric sand is not working out for you, I suggest looking at using the traditional sand and cement mixture. The traditional mixture for filling gaps in pavers is dry sand and cement, typically at a ratio of 4 parts sand to 1 part cement. This mix is swept into the joints and then lightly misted with water to set it without washing it away. For a more durable finish, especially in high-traffic areas, you can use a 3:1 mix (more cement for added strength), but it may be harder to work with.
