how do i fix this please help. its tilted.

There's a good chance there are grub screws on the underside of the towel rail.
The likely solution is to set the towel rail back in position and tighten these grub screws with an allen key.
Check the underside of the towel rail and tell me what you find. If this is not the solution, please let me know so I can assist further.
