Welcome to the Bunnings Workshop community. It's sensational to have you join us, and thanks for sharing your question about your Whitco window lock.
If you are keen to give it a try, I propose trying to pick the lock using the Craftright 4 Piece Hook And Pick Set. The second option is to disassemble the lock and removing the locking component of the window winder. The third option would be to replace the window winder with a new set. Since calling in a lock smith would be the most expensive option getting a new window winder would be a more affordable option.

I would go with option 2 of @EricL 's 🙂 Once you have dissasembled it, take it into a locksmith (More so then a Mr Minit stall in the mall) and they may be able to either find a key or rekey it for you. I was told that for a change over of locks when I bought my house. Cheaper taking the lock itself in instead of them coming out 🙂

Even if you could pick the lock, the cost of the kit and then the replacement cylinder will be more than a replacement winder which is around $38.
The easiest solution is to:
With the old winder removed, you can now replace it with a new one.

1. Option 1: I bought it but it doesn't fit because it's too big, the lock is too small.2. Option 2: The lock can't be removed because it's currently locked.
I have removed two of them, but I can't push the window open.

If you have managed to remove the window lock but the chain does not wish to unwind you might need to use a hack saw to cut the chain in order to get it off. Another option is to force the chain off the window lock. Even if it unrolls just a little bit all you need is just a little space to use the saw on the chain. Once the chain is cut you should be able to remove the fitting and install the new window winder.

If space is limited, I suggest using a Multi Tool with a plunge steel blade. Even with just a small gap the steel blade should be able to fit between the window winder in order for you to cut the chain.

Follow my instructions @congsport it will work.
If the screws are removed from the winder the pry it up so its loose and push the window out. If it won't push out then there is an issue with the window as well. Check it's not painted in place on the outside. If so run a blade through it to release the window.
If it won't move or budge, I can only suggest engaging the services of a locksmith.

I have seen windows with screws on the outside to also keep it closed (Yes odd but does happen) also paint can cauterize the edge so it wont wont to open.
I was thinking maybe there is a screw under the mechanisim thats covered by the actual winder. But when I went to haev a look I came across this video from bunnings How To Install Window Awning Winders - DIY At Bunnings And it shows how to attach it to a timber framed window, yours will probarly be the same with very little tolerance so that could be why it still feels solidly joined.
