How to fix peeling paint?

Hope someone can provide some guidance here.

I put frog tape on the walls to paint the trims and removed at an angle but the paint beneath is either peeling or bubbling. Under it seems like it’s just white wall rather than paint which makes me think that it was just painted with  coat directly onto wall without a primer.

can I just spack/sand and paint over (two-three coats of taubmans endure) or do I need to remove this dodgy layer, prime and then paint?

Welcome to the Bunnings Workshop community @LeeSchneider. It's sensational to have you join us, and many thanks for your question about repairing peeling paint.

I would sand the area to smooth the abrupt edges of the paint. You'd then likely be fine to apply two coats of primer and then two coats of topcoat paint. This should be enough to hide the damage. Alternatively, you can sand the area smooth and apply some filler, sand it smooth, then do one coat of primer and a couple of coats of topcoat.

This issue has probably been caused by the fact that an appropriate primer wasn't used on the porous plaster wall. However, it's obviously held up fine until the tape issue. I'd try to leave it alone as much as possible and just repair this area, as if you start trying to scrape the paint away, it might just continue to delaminate across the wall.
