I would like to update water damaged cabinets in a small bathroom. See photo. New cabinet draws and door under the sink are required. Who would make and install the new draws ? Would the same person paint them ?

This type of work would typically be done by a cabinet maker. You could use a service such as HiPages or True Local to find a cabinet maker who operates in your area.
The materials used are typically finished in their workshop when they are manufactured. If you are looking for a specific finish, I am sure they would be happy to assist.
