How to fill large window-sized holes in garden wall?

We have a perimeter wall with large gaps that have metal bars as a feature. Our dog wants to bark at everyone passing by so we are going to

fill the gaps. We have used bark fencing and cut it to fit the holes which worked until he worked out he could push his nose through and now the covers are falling off. 
we could replace it and cover with a Perspex sheet but I wanted to aske on here for any easy and aesthetically pleasing ideas before we start again. We have 12 panels to fill so not a quick job unfortunately.

A warm welcome to the Bunnings Workshop community, it is fantastic to have you with us.

To find a solution, we are going to need to see how things could be mounted over these holes. Can I trouble you for some photos of the holes in the wall up close so we can see what we are working with and how we could mount something?

Some Suntuf Black Acrylic Sheets could be an option that wouldn't look too bad, although the cost may get up there fairly quickly.

This Tunnelcore 1200 x 900 x 3mm Flute Board could also be an option, although it is fairly lightweight and flexible. If we mount it so that it is extremely secure, it could certainly work.

Alternatively, we could use a more standard construction product such as Villaboard and then paint it to blend in better with the walls.

There are quite a few things you can use, but we need to make sure they can be adequately mounted.
