How do i remove a monello quarter turn tap handle that doesnt have a cap or grubscrew

Welcome to the Bunnings Workshop community. It's sensational to have you join us, and thanks for sharing your question about your tap handles.
I suggest having a look at this guide - How to replace a tap washer. In step two you'll see a group of pictures showing you how to remove tap handles. The fourth picture shows you a hidden type of fixing which needs a special tool to go underneath the handle. I've placed the picture below as well. You can get the tool from the Kinetic Spout And Handle Repair Kit. Another possibility is that the screw is hidden under the hot and cold sticker. The only other option is the tap has a grub screw at the side holding the tap handle in place.
