I want thing a to be easy and simple at this stage and area of Newcastle NSW (Wallsend)
Yeah the garden bed at the back for sure it’s empty and have a lot of space to fill.
this has a slope going down up this end but of the other end it’s flat and I’m not sure what to do ?
I don't think synthetic grass would be too difficult.
The majority of the work is about base preparation, so assuming you put the work in to get a nice compact surface, you can certainly lay synthetic turf

You could also turn the area into a garden bed using a variety of ground cover plants and medium-sized plants to create some depth.

looking at what you see right now I am constantly pulling weeds from this big garden patch everytime it grows and this is basically how it ends up when I’m finished with it I am an ABORIGINAL HOUSING PROPERTY. Have you moved away from the idea of laying artificial grass over the area? Was there a reason for this?
In terms of weed suppression, artificial grass, applied with a solidly compacted base, will do a lot to keep the weeds down.
If you've moved away from this idea, then laying weed mat and covering the area with mulch would be a great starting point to help keep the weeds down while you work on the next steps. Once your weed mat and mulch is down, the weeds will be greatly reduced, so you can look at installing a small seating area, adding steps, and planting out the space. A good place to start with these next steps might be to do a quick top-down sketch, with some basic measurements and the location of the existing features. This can help to visualise the space and really get you thinking about what exactly it is you'd like. When you have a basic plan, we can look at the best ways for us to make that happen.
Did you have any thoughts about where you'd like to add the stairs? Is there a natural flow to the yard where stairs would make sense?
Would you like the sitting area to be directly above the stairs? Or would you like the stairs to go to a path which walks you down towards the seating area?
Working out where the main features, being the stairs and the seating area, will sit, would be a good starting point. You can then look at how to plant out around them and add things like garden edges, paths and features.

Thats a nice large raised area to work with, Scrolling through looking at the photos and thinking of weeding it would be a workout and a half. I like the idea of a solid mulch layer (8-10cm) across the lot with a weed mat underneath. I have used old coffee bean sacks with mulch on top and it really does suppress the weeds. You will need to freshen the area ever year ish with a little more mulch and weeding but shouldnt have to turn the soil.
I am thinking of some fruit trees or nut trees, Something you can plant and they will slowly grow over a couple of years. The mulch will keep the weeds down so no competition with nutrients for the trees. Generally they will need free draining soil. I notice a fair few small rocks in the yard. You could use a rake and remove them slowly as you work your way across the yard.
As for steps, I like the idea of that as it will make access a lot easier, tie in some stepping stones across the back so you can pick the fruit from the trees when they fruit and you will have a nice little orchid. For the steps I am thinking of 4 step timber stairs depending on the height of your wall. Maybe with a concrete Larger concrete paver type deal at the foot of the stairs so you dont step off onto the grass.

You've got quite a bit of usable space there, though access is obviously poor. I would consider adding steps and then utilising the space for a deck and outdoor entertaining area.
