When the spindle turns on and the water starts flowing, the area circled in red in both pictures begins to leak. How to fix?

Thank you for sharing your question about your basin tap handle. Please note that plumbing work needs to be completed by a licensed professional for safety and compliance.
If the leak is coming out from the top on the body of the spindle, odds are the body O rings are worn out and need to be replaced. I suggest looking at this guide - How to replace a tap washer. In step five you'll see the body O rings being replaced along with the tap washer. My best advice is to make sure that the O rings are fully lubricated before you reassemble the spindle. Failure to lubricate the O rings will tear them apart inside the spindle body.
