My rose has like a white scale all over its trunk and it just seems to be not happy it doesn’t improve when watered

Welcome to the Bunnings Workshop community, it is fantastic to have you with us.
It certainly looks like there are some scale deposits on your roses, as well as quite a few little white insects that are probably causing the scale, most likely aphids.
I'd suggest you grab some Yates Scale Gun and thoroughly spray your roses, ensuring you cover all the surfaces with insects or scale.
Repeat every two weeks until the scale is managed.
