Could you please suggest a good pre-emergent herbicide
for a Sapphire ( fine leaf Buffalo ) lawn ?

I'd suggest using Oxafert.
It is a pre-emergent herbicide that is suitable for use with common Buffalo lawns such as yours. It will treat annual grass-type weeds, including Winter Grass, Crowsfoot, Summer Grass, Creeping Oxalis and Crabgrass, before they appear.
It also includes a balanced ratio of Nitrogen, Phosphorus, Potassium, Sulphur, Iron, and Magnesium to give your lawn a boost.
