How to repair fence and garden bed?

Hi, everything one . I have moved to a new house with a large garden . There is a raised garden bed along fence. The fence is deformed due to the pressure from the garden bed and the tree( I suspected )

My plan is to
1. Replace or repair the fence
2. Fixing the garden bed problem ( not putting pressure on the fence
3. Changing the irregular stone garden bed sleeper
4. Remove dead plant along the garden bed

My question are
1. What is the best and cost effective solution to fence and garden bed ? A concrete retaining wall with fence on top ?
2. Do I need to remove the garden bed problem? Apart from the maple tree, I am happy to remove all the plants along the garden bed
