Plaster peeling off the wall. How to make it even? I have tried to apply paint directly, but it is too obvious to see the uneven wall.

This should be a relatively simple fix that won't require too much work.
I'd suggest grabbing a 75mm Joint Knife, giving it a scrape to remove any poorly attached flakes, then applying Less Mess Topping Compound over everything to even it out.
Once it has dried, give it a sand with a sanding sponge, then brush it down to remove any plaster dust before applying a coat of primer and painting.
