I recommend using Dulux 300g Metalshield Etch Primer Spraypak Light Grey in combination with Dulux 300g Metalshield Epoxy Enamel Spray Paint.

I'll give it a go.
The windows have a cloudy film on them from the tank water irrigation, what's the best way to get this film off?
I'd give them a good scrub down with a Heavy-Duty Scotchbrite pad and some Sugarsoap @Lee777. Then, flush them down with fresh water to remove the Sugarsoap. That will typically remove buildup on the surface, ready for etch priming.
Should I use this process to remove the film on the glass also? Or something else? Window cleaner has no effect.
You need to be more cautious with the window glass, as any scratching would be noticeable, @Lee777. 0000 steel wool has been used for many years as an effective way of removing stubborn grime from glass. A bit of soapy water helps act as a lubricant. I'd suggest you try it in an inconspicuous area to ensure it doesn't leave any scratches, though it's typically fine enough not to.
As a general reminder, it is important to remember that glass can easily shatter when knocked. It's always best to wear PPE, including safety glasses, cut-resistant gloves, a long-sleeved shirt, trousers and enclosed shoes when working around it.
