How to stop water flowing out hose and use cold tap?

I have moved into a new unfurnished apartment. I am unable to use the cold tap because when I turn the valve on the hose that would connect it to a washing machine, the water comes out this hose.

What piece do I need to stop this flow of water temporarily until I get a washing machine?

Welcome to the Bunnings Workshop community @rodyryan. It's wonderful to have you join us, and many thanks for your question about stopping water flow.

You'd likely find that it is a 20mm fitting, and a plumber would probably screw a Brasshards 20mm Brass Threaded Cap LF with thread tape onto it. Be advised that this would be considered plumbing work, requiring a licensed plumber to complete it for you.

I am planning to get a washing machine today - would I need a plumber to install or could I get a part that would connect up the hose to the machine and allow all to work properly?

Hopefully, the washing machine should attach directly to the 20mm thread, @rodyryan, solving your issue.
