I want to recycle the hose link hose reel. It cannot be dismantled. Can it be recycled as a whole hose reel.

I have taken a hose reel to my local tips recycling area without any issues.
I would suggest you give your local council tip a call and ask if they would accept it. I imagine they would either take it as a whole unit or be able to break it down into its major components, which could then be recycled.
