Generally speaking, you would start by assessing the extent of the damage and removing the rotten timber using tools like a circular saw, multitool, crowbar and chisel.
You would then carry out any repairs to ensure the frame is solid and capable of bearing weight before cutting and installing a new step.
Once I can see the issue and we have a few more details, I will assist further with more specific advice.

This is a door sill, which is a bit more complex than a step to replace.
You'd have to start by removing the metal cover strip from the ground, then undercutting the door jamb using a multitool. Once the door jamb is cut, you can pry the sill out of place using the tools I mentioned above.
You would then have to check the framing beneath to ensure there is no rot and replace any rotten timber to ensure the new sill is adequately supported.
You'd then select a timber with roughly the same dimensions to replace the sill with. These Merbau French Sills are commonly used as they are hardwood, which is naturally resistant to weathering. There is a slight angle and a lip on the sill to prevent water from entering under the door. If this style of sill matches up in terms of size, it is likely a good option for you.
It would then be a case of cutting it to size, slipping it into place underneath the door jamb and screwing it to the framing beneath ensuring the screws are countersunk and driven below the surface of the sill so they can be covered with Polyfilla Exterior Timber Filler
You would then cover the screws with your filler, prime and paint the sill and seal up any seams with silicone.
