How to stop gas heater blowing insulation into home?

my bonaire gas heater installed in the roof has got a return air supply with metal flex  insulated dropped in the cavity 1/4 way down. there is no filter in the return air supply vent. The insulation drops down in the cavity and blows down inside the house through the vent. can i close the top of the cavity to reduce fluff coming inside the house with a cutout of the metalflex. Would it affect the heater.

I have seen Bonaire gas heaters installed on roofs; would it be possible for you post a photo of the section you are trying to modify? This will give our members a better idea of its condition, we can then make recommendations on how to proceed.
