How to fix toilet not filling?

Hello, currently I am facing the issue that my toilet cannot flush as the water tank is not filling up HOWEVER this does not really happen once I remove the cistern cover (sometimes this does not work). There is no water flow in the toilet right now and I am confused on how i can fix this? 

Sorry, additional note that when I place the lod back onto the toilet it starts leaking water into the bowl

In order for our members to get a better idea of your cisterns current condition, would it be possible for you to post a photo of the inside of your cistern? We can then determine what kind of flushing parts you have and if the cistern can still be repaired. 

If you need a hand posting the photos, please let us know.
