How to encourage rose to flower?

Hello Team,

Please refer to the pics, my rose plant grows tall and I don't see any issues, but there are no flower buds at all, just it keeps growing. Please advise how to get flowers or is it normal?

I add rich grow fertilizer once in 15 days.

It is fairly common for a rose to grow strongly without producing buds, and it usually points to a few simple things that can be corrected. 

When a rose receives a lot of nitrogen, either from rich soil or frequent feeding, it tends to put its energy into tall green growth rather than flower production. Feeding every fifteen days is generous, so you may want to reduce the frequency or switch to a fertiliser with a higher ratio of potassium, since potassium encourages flowering. This Manutec 450ml Liquid Potash Plus would be suitable to encourage blooming.

Another reason a rose avoids producing buds is a lack of sunlight. Roses need at least six hours of direct sun each day for reliable blooming. If the plant is shaded for much of the day, it will continue growing but will postpone flower production. If sunlight is limited, moving the plant to a brighter position often makes a big difference.

Pruning also helps roses focus energy on strong flowering stems. If the plant has become tall and leggy, trimming it back to outward-facing buds will encourage branching and create more points that can form flowers.
