How to unblock new waste spigot?

Hi I have just moved into a new build and the waste under the sink in the laundry has a spigot so I can connect the washing machine to.

the washing machine errored as it could not drain and so I removed the hose from the Spigot and drained the washing machine directly into the sink.

so no blockage in the pipe.

my question is about the spigot which seems to sealed if I poke my little finger into it.

is this normal for brand news caroma waste with spigot to be sealed and therefore For first time set up you have to break the seal?

The spigot on a brand-new drain is usually sealed and must be drilled open in order for you to use it.
