Your rust can be dealt with by mechanically removing the bulk of it with sandpaper or a wire brush. Any remaining rust can be treated with a rust converter, which reacts chemically with the rust and changes it into a stable black compound that no longer corrodes. From there, you'd prime the metal and then coat it with metal paint.
