How to build a front picket fence?

Hi All, We are wanting to construct a picket fence similar to above, 9.6. metre length on level area.
Would have two railings and then the capping to go between the posts on top of the pickets.
I have watched a heap of 'how to' clips and am *mostly* confident that we could builld ourselves. 
Couple of q's!
1. Would this circular saw be okay to cut the post sections out for the rails?

2. Are the caps on the posts are they alumninum and then get painted? like these :

3. Picket height is 900 with 150 plinth height.

Posts are 90x90 would 450 in ground and 1050 above be ok?
I can get the 3m posts and get them cut in half.

Welcome to the Bunnings Workshop community. It's sensational to have you join us, and thanks for sharing your question about your picket fence.

The Ryobi 1500W 184mm Corded Circular Saw RCS1500-G will do perfectly fine. I suggest doing a bit of practice first to familiarize yourself with the circular saws weight and feel while cutting timber. It is possible to use other fence caps but the version of the metal cover you are looking for is the Australian Handyman Supplies 89 x 89mm 90 x 90 Galvanised Steel Fence Post Cap. There are timber ones as well like the 100mm Post Knob H3 Treated Pine Acorn LOSP for example. If you are after other styles, please make sure to speak to the special orders team of your local store.

If you decide to use the 3meter post, please make sure to spray the cut end with TWA Woodcare 300g Ecoseal Tanalised Timber Treatment. Please make sure that the cut end faces up and not down into the soil. Please remember to wear personal protection such as gloves, goggles and a mask when using the spray. The proposed depth should be adequate as it follows the 1/3 rule for post installation.
