What sealer recommendations for re-painting?

I have been in my newly built home for 4 years and am looking to repaint (starting with ceilings).

My issue is the builder used a terrible one coat, matte sprayer on my walls and they are completely pourous and chalky feeling now. Ultimately just a dry wall at this stage.

I attempted part painting, however have experienced bubbling and paint peeling.

I believe I need a sealer. I understand Dulux PRECISION Sealer Binder would be my bulletproof option HOWEVER I have pets and am concerned around using this product.

I also plan to do this all slowly in stages room by room, no rush.

Suggestions please??

In this situation the underlying problem is that the original builder paint has very little binder in it, which is why the surface now feels chalky and porous and why you are seeing bubbling and peeling when you try to repaint. Once a surface is in that condition, a normal primer or “paint and prime in one” product often struggles because it cannot properly lock down the loose material. A sealer binder like Dulux PRECISION Sealer Binder is specifically designed for exactly this scenario, as it penetrates porous or friable surfaces and binds everything together to create a stable base for topcoats. It is essentially the same type of product that would be used on bare or exposed gypsum board, not just new plaster, so it is considered the most reliable and durable solution.

That said, since the surface is not bare plaster and is instead just a low-quality matte paint that is slightly chalky, a high-quality primer such as Dulux One Step Prep or a similar dedicated primer may work, provided the surfaces are thoroughly cleaned and any loose material is removed first. The risk with using a standard primer is that if the surface is more degraded than it appears, you may still get adhesion issues later.

From a safety point of view, the sealer binder is not unusual in terms of VOCs compared to other solvent-based sealers, and many people successfully use it in lived in homes by working room by room, ensuring good ventilation, and allowing adequate drying and airing time before pets re-enter the space. Given your plan to work slowly and methodically, the sealer binder remains the most bulletproof option, while a standard primer is more of a calculated gamble that may be fine if the paint film is still reasonably intact.
