I suggest checking your local council rules and regulations regarding the proper distance of your decking from your fence line. Generally speaking, the suggested distance is 900mm, but it could be different in your location so its best to double check. The end piece placed at end of the joist is referred to as a rim joist. This serves to connect all the joist together and adds firmness to the frame.

Can you tile a deck? It is technically possible, but there would be quite a number of things to consider that it would be better to just install timber or composite panels from a cost point of view.

Some of the things to take into consideration:

Structural strength of the frame. The frame will need to be rebuilt and reinforced by a builder to accommodate the added weight of the tile sheet, adhesive and tiles.
Waterproofing will need to be applied to the entire surface. it will need to be applied by a trained and certified waterproofing agent.
The decking frame will need to be adjusted so that it has a proper fall to prevent pooling water and keep the water from flowing towards the house.
Drainage will need to be modified as the solid surface of the tiles acts like a roof and redirects large amount of rainwater.

Mmm tiles seems too much work. I wamted to avoid decking because of the maintenance. Any suggestions for deck material that weathers well when there is no overhead cover? I did really want a Mediterraneam feel under my grape vine pergola.
