I need to make this land usable, currently this is already fenced and there is only few things that I can do DIY. Can someone please help me with this, I want to flatten this land and make it usable. Also suggest me if i flatten the land will there be any issue with drainage?

Land levelling is done by installing retaining walls. Check out How To Build A Timber Retaining Wall for an example of a low height retaining wall being constructed. For larger structures, the process is much the same, but the calibre of materials, the depth and calibre of footings and the drainage requirements can increase.
The construction itself is not too complicated, but your legal requirements can be a bit tricky. So, the first thing you should do is speak with your local council about what your requirements are in regard to retaining wall construction. There are usually height restrictions, often 1 metre and above, which require submission of engineering plans for approval. There are also often restrictions on how close to the properties boundary they can be constructed, so while you are in touch with your local council, ask about boundary setback requirements.
Drainage is one of the most important parts of any retaining wall. When you retain soil, you are also retaining water. Without proper drainage behind the wall, water builds up pressure and can cause the wall to lean, crack or fail. Typically, this means installing drainage gravel behind the wall, an agricultural drainpipe at the base, and a way for that water to discharge safely to a suitable outlet, which is usually a stormwater pipe, meaning you'd need the assistance of a plumber.
So, the first place to start would be with your local council to see what your requirements are so that your retaining walls are installed in a compliant fashion. If they require the submission of engineering plans, then you will need to speak with an engineer for their assistance designing plans and then install the retaining walls following the plans they provide.
