Yes, three-way valves typically have a seal, and often an O-ring, to seal the thread for the handle section. Without a seal there, water would migrate at the join. Is there a problem with your unit leaking, or is it missing a seal?

Thank you both, to Mitchell, yes, water leaking around handle ,too messy to cut pipe and replace the whole valve, thinking just replace damaged o ring.
