How to fix the gap between wooden sleeper and fence? The sleeper is already bend outward. How to fix it as well?

I propose using 150 x 12mm 2.1m Fence Paling H3 Treated Pine CCA. I suggest cutting the paling vertically in half so that you will end up with 75mm x 12mm x 2.1m. This can then be positioned in front of the gap and screwed into the sleeper. I recommend using Zenith 8 - 10 x 40mm Galvanised Countersunk Rib Head Timber Screws to anchor the paling to the sleeper. Please make sure that the cut section faces down.
In regard to the bowing sleeper piece, I suggest using Jack 450mm Heavy Duty Steel Sleeper Peg Flat Stake. I recommend putting two in front of the sleeper equally spaced. Hammer the flat stake into the ground and use the same galvanized screws to hold the sleeper in place.

There are a few ways to tackle this. The first is follow the solution that @EricL has provided. Another would be to get lengths of colourbond flashing bent up 90deg in a matching fence colour, which looks to be Monument. The last, is to dig out the bottom of each section and pry the sleepers up with a crowbar so they are flush with the bottom the fence. Then drive wedges in to hold them in place then use concrete to fill the ground space.
Unfortunately, once treated pine sleepers are bent they tend to stay bent. They needed to be stacked your side when installed to prevent them bowing in from the weight of the higher soil on your neighbours side. You would probably need to replace them. Old ones could be used to make the wedges required.

I really cant add other ideas than what @EricL and @Nailbag have :) I like the idea of the flashing style fix as I think it would be the easiest to cover the gap.
