Hi, i have this big gap between fencing and ground, and small gap in rear fencing.
What is best way to fill the gap to prevent insects coming from next door.

Realistically, soil subsidence is going to be a bigger issue than insects, but the solution to this would certainly help deter insects anyway.
My suggestion is to essentially extend the retaining wall downwards by placing some Treated Pine Sleepers hard up against the soil and then driving 3 x Jack 450mm Heavy Duty Steel Sleeper Peg Flat Stakes per sleeper into the earth and fixing the sleeper to them with some screws.
This will both hold the soil back and create a physical barrier that should help keep the insects in the soil.

What can be done here, and how to cut concrete to make it flat so that sleeper can stick flat.
Keep in mind that this concrete is what is holding your fence up, so any concrete removed should be as minimal as possible. The very top of the concrete where it flares out should be the only thing you touch.
If you were just tidying up the very top of the concrete to get your sleeper to sit flush, and the amount of concrete you remove is as minimal as possible, then you could use an angle grinder with a diamond blade such as this Flexovit 105mm Turbo Diamond Grinder Blade Concrete and Clay Brick Cutter.
When you've tidied up the top of the concrete, you can then box it out with some short pieces of your timber sleepers and backfill with soil to conceal the concrete even further.
I just wanted to remind you of wearing PPE whilst cutting concrete, including a respirator and safety glasses. Have you considered pouring concrete in this area and continuing the established concrete across to the fence line? This would not only increase available space, it would remove the awkward step down and hold back the soil. Alternatively, you could fill with road base and pave this area, finishing flush with the concrete.
